City grants $2,000 to local Senior Center Council action Wednesday night rescued $2000 in City funds for the Cloverdale Senior Center prior to adoption of the two year 1997-&apos;99 budget. Senior Center directors had requested a grant of $4800 but the Council explained that since the City could not look for re- couping property taxes this year from the state the money was not there to give. The City, prior to the State's withholding some $170,000 a year from local property tax rev- enues during the recession peri- od, had put the budget in a def- icit mode. The two year budget is balanced and in order to ac- commodate the $2000, the Po- lice Department budget was cut $2000. This was possible, ac- cording to City Manager Bob Perrault, because the lease/pur- chase of a police cruiser would not be in effect for some months thus saving the lease payment over that time period thus free- ing up money for the Senior Cen- ter. The Center had been faced with declining revenues since county support has been with- held due to budget restraints, Director Holy Werner. The operating and capital bud- get for the two year period will total $3,844,694 in this fiscalyear and $4,746,043 for 1998-'99. The water rate will be adjust- ed by three percent resulting in and increase in the base rate from $5.30 to $5.46 per month. The rate for 0-5 units will in- crease from .54 to .56; 6-15 units $1.58 to $1.63 and over 15 units $1.86 to $1.92. Sewer rates will increase from $15.16 to $15.61. The City must undertake an analysis of the current rate sys- tem to insure that it meets Prop. 218 requirements that rates re- flect actual costs of operation. The City is still making debt service payments on a state loan to construct the new sewer facil- ities. Income for the Sewer Fund for this fiscal year is an antici- pated $487,205 with expendi- tures estimated at $542,277. Next year revenues are an esti- mated $501,590 with expendi- tures of $55245. These short- falls will require adjustments to sewer rates during the first year of the two year budget period, according to City Manager Bob Perrault.
