Pursuant to the Mitigation Fee Act (Government Code sections 66000, et seq.), the Cloverdale City Council adopted a develop- ment fee program in 1992 to recover costs associated with projected impacts that development will have on the City's infrastructure and services. Enabling legislation for the develop- ment fee program is contained in various chapters of the Cloverdale Municipal Code. The purpose of the ordinance is to update the enabling legislation for the City's development fees because the existing enabling legislation in the Cloverdale Municipal Code authorizing the City's development-related fees appears in various sections of the code, and much of it is outdated. The proposed ordinance does not change the amount of the current fees. Rather, it consolidates most of the City's development-related fees into a single title and updates the findings justifying imposition of such fees to be consistent with current provisions of the Mitigation Fee Act and other law. The Ordinance also does the following: updates the enabling ordi- nance for the Quimby Act park land acquisition fee; establishes a new non-Quimby Act park land acquisition fee; changes the existing enabling legislation for the recovery of administrative fees by consolidating the current administrative fees covering administrative costs of the City's development-related fee pro- grams into a single chapter; repeals various portions of the Municipal Code where the development fee enabling legislation is currently codified; and consolidates most of the enabling legislation into Title 17A ("Development Fees"). The Ordinance also revises portions of Title 17 of the Municipal Code (the Subdivision title) in Chapter 17.20 (relating to the Quimby Act park land acquisition fees), while preserving the City's Quimby Act enabling legislation in the subdivision title in the Municipal Code because the Quimby Act is contained in the Subdivision Map Act. This camp offers instruction in Soccer, Cheerleading, Basketball and Team 45, which is an agility program for four and five year olds. The cost of the camp is $30 per child and includes instruction in the sport, a camp Tshirt, a snack and.an.+ daily take home Sports Flash/Bible study. The camp features coaches that are encouraging and positive role models, daily Bible time, daily snacks, skits and fun. Soccer and cheerleading can accommodate children 6-11 years old.
