This resulted in settlement of many cases (which would otherwise have been tried) leaving more court time available for those cases that could not be settled. An important component of the Court's crash program is new legislation, effective January I, 1980, requiring mandatory arbitration of all civil cases involving less than $15,000. The Court, with the assistance of Senator Barry Keene, requested the State legislature to include Sonoma County as a Mandatory Arbitration County, because it carried one of the heaviest caseloads in the state and is in the middle of an intensive program to reduce that caseload. (Initially, the legislation enacted applied only to the larger metropolitan counties. ) Now that this law includes Sonoma County," it also provides funds for im- plementation of the ar- bitration program. The program, being supervised by Judge Kenneth Eymann, is expected to remove up to 30 percent of the cases from the court's long cause civil calendar ! The Court's major ob- jective during 1980, according to the report, is to suc- cessfully complete its civil caseload reduction program. In so doing, the Superior Court Judges hope to be able to process all cases that come before it, criminal and civil, with greater efficiency and economy.
