The recent discovery of an illegal dog breeding operation shows the need for a city wide animal control ordinance. This ordi- nance should prohibit for profit breeding of any ani- mals, limit the number of dogs or cats any residence can have to three of each, and prohibit keeping any type of farm animal such as chickens, pigeons, goats, pigs, cows, horses and so on in the city limits. King's Kastle is going to step up and take care of the dogs that were seized, but they should not have to bear the burden of this cost. The people of Clover- dale will step up and help with donations, that's wtiat we do, but it isn't our responsibility either. I am not saying don't contribute to this cause, but $6K- $8K is a terrible hit to a small business and this cost should be put on the homeowner. It was stated that the resident had been cited for running an illegal breeding operation at this house before and that the property owner is the tenant's mother. In my opinion that means the property own- er knew or should have known that dog breeding was taking place. I believe California law says a property owner is responsible for the actions of their tenants in regard to creating a nuisance or conducting crim- inal activity.
