Measure P was implemented in October 2017 and puts a 4.5 percent tax on cannabis businesses in the city. According to Finance Manager Susie Holmes, the amount received includes two businesses reporting in October, two in November and one in December. Due to the payment schedule specified by the city (which allows the business a month to pay the tax), the second business' December tax wasn't included the total. The city council has yet to designate how the funds will be used. However, city staff is planning on giving the council an update on the amount of money received toward the middle of the year. The information will be brought to the council to allow the city time to "establish a history of the collection of revenue, to gather a base for (how the revenue) is going to work," City Manager David Kelley said. Because the current total only includes October to December, the city doesn't have an established base for how much revenue they anticipate the tax bringing in. Since the amount collected only includes tax money for two cannabis businesses, there's also room for increased money from incoming businesses. Though the council ultimately gets to decide what to do with the money, Kelley said that he anticipates the council allocating the funds in similar ways as other cities.
